Carlisle, Pennsylvania Illegal right turn

I know.  Signs are hard to read, if you don't bother to look.    This is an intersection near a large truck stop, and the intersection is a little 'small' for large trucks.     Truck Drivers in the US are required to be able to read, speak, and understand English.   They're also required to observe traffic signs.     Drivers who don't pay attention cause problems.     Trucks who  have the right of way at that intersection can't make that turn when other trucks fail to follow the laws.
