I travel this section of I-40 often. Trucks are prohibited from passing, and it's well marked, but somewhat infrequently enforced.
Accidents that block the road for hours are pretty common. The 'no passing' section for trucks is about 20 miles long. Be a little patient, and you are through it in 30 minutes or less.
